Canada changed its Provincial Attestation Letter and Territorial Attestation Letter rules again for 2026. The biggest update for Bangladeshi students is that, from 1 January 2026, students entering a degree-granting master’s or doctoral programme at a public designated learning institution generally do not need a PAL or TAL. Many bachelor’s, college, diploma, certificate and other applicants still do.

The exemption is useful, but it is not a study-permit guarantee. Every applicant still needs the correct letter of acceptance, financial evidence, supporting documents and a credible temporary-resident application. This guide separates the PAL/TAL rule from DLI, PGWP and visa requirements so students do not confuse one approval step with another.

Quick answer: do Bangladeshi students need a PAL or TAL in 2026?

  • Public-DLI degree master’s or PhD: generally exempt from PAL/TAL from 1 January 2026. Verify that the institution and programme meet the official definition.
  • Bachelor’s, college, diploma, certificate or many non-degree programmes: a PAL/TAL is generally required unless a specific exemption applies.
  • Private institution graduate programme: do not assume the public-DLI graduate exemption applies.
  • Quebec: separate provincial requirements, including the CAQ system, still matter.
  • Study-permit extension at the same DLI and same level: may be exempt, subject to the official conditions.

What is a PAL or TAL?

A Provincial Attestation Letter or Territorial Attestation Letter confirms that a province or territory has allocated a space to an international-student application under Canada’s study-permit cap. The letter is normally arranged through the designated learning institution after the student accepts an offer and follows the institution’s process.

A legitimate PAL/TAL is not something a student should purchase independently from an agent. The process and timing vary by province and school. Ask the DLI what deposit, acceptance or portal steps are required and how the letter will be delivered.

The 2026 graduate-student exemption

IRCC’s current graduate-student guidance says that a student applying for a degree-granting master’s or doctoral programme at a public institution does not need to submit a PAL or TAL from 1 January 2026. The official DLI list identifies public institutions offering graduate programmes that may qualify for this exemption.

Three words require attention: degree-granting, public and programme. Being called a โ€œgraduateโ€ course is not enough. A postgraduate certificate at a college is not automatically the same as a master’s degree. Likewise, admission to an institution that has some public programmes does not remove the need to verify the exact campus and course.

If exempt, the applicant should include the evidence IRCC requests to demonstrate the exemption. Do not leave the upload section unexplained or assume the officer will infer the rule from the programme name.

Who else may be exempt?

IRCC lists additional exemptions, including certain primary and secondary school students, specified vulnerable or priority cohorts, and some applicants extending their permit at the same DLI and the same level of study. The exact wording and evidence requirements should be checked on the current government page.

An exemption for one application does not automatically carry to a later application. Restoration, a change of institution, a change of level, or a fresh application may require a new letter. When in doubt, follow the document checklist generated for the actual application and obtain written guidance from the institution or IRCC.

2026 cap numbers: what they mean

The Government of Canada announced a 2026 target of 408,000 study permits. Its published planning breakdown includes 49,000 public-DLI master’s and doctoral students, 115,000 primary and secondary students, 64,000 other exempt applicants and 180,000 PAL/TAL-required students. Provinces and territories received a total of 309,670 PAL/TAL-required application spaces because application allocations must account for refusals.

These are national planning figures, not a personal quota or promise. Having a PAL/TAL does not mean the study permit will be approved, and a province having allocation space does not override admissibility, financial or credibility concerns.

How long is a 2026 PAL or TAL valid?

IRCC says a PAL or TAL issued between 1 January and 31 December 2026 is valid until 31 December 2026, unless the document itself expires earlier. A letter from a previous cap year cannot be reused for a 2026 application.

Students should check the issue date, name, institution, programme details and validity immediately. Submit while the letter is valid and keep the original file. If the application is returned as incomplete or circumstances change, confirm whether a replacement is necessary before applying again.

PAL/TAL, DLI and PGWP are three different checks

A common and expensive mistake is treating these terms as interchangeable:

  • PAL/TAL: an allocation-related document for the study-permit application, unless exempt.
  • DLI: a school approved by a province or territory to host international students.
  • PGWP eligibility: whether the institution and exact programme can support a Post-Graduation Work Permit application, subject to all current eligibility, language and field-of-study rules.

A school can be on the DLI list while some of its programmes are not PGWP-eligible. Verify the exact programme and campus on the official DLI list rather than relying on an advertisement or a screenshot.

Changing schools in Canada

IRCC’s current PAL/TAL guidance says that students changing designated learning institutions may need a new PAL/TAL before submitting the required new study-permit application. Since the rules and limited exceptions can depend on the circumstances, do not transfer schools based only on informal advice.

Before changing, check the new DLI, programme, PGWP status, tuition/refund policy, PAL/TAL process and immigration steps. A new admission letter by itself may not be enough.

Quebec applicants need a separate check

Quebec uses the Certificat d’acceptation du Quรฉbec, or CAQ, within its process. The federal graduate exemption does not remove every Quebec requirement. Applicants should follow both the Quebec government and IRCC instructions for their exact programme and application date.

Step-by-step plan for a Bangladeshi applicant

  1. Verify the institution. Search the official DLI list and confirm the exact campus.
  2. Verify the programme. Check level, credential, duration, delivery method and PGWP eligibility.
  3. Identify the PAL/TAL rule. Decide whether the application is required, exempt or subject to Quebec requirements.
  4. Ask the DLI for its process. Confirm the deposit, acceptance deadline, refund policy and expected PAL/TAL timing in writing.
  5. Prepare finances independently. A PAL/TAL does not replace proof of tuition, living costs and travel funds.
  6. Prepare the study-plan evidence. Explain why the programme fits your education, career direction and circumstances in Bangladesh.
  7. Build the application checklist. Include the letter of acceptance, PAL/TAL or exemption evidence, financial records, identity documents and any country-specific items.
  8. Apply online and keep records. Save submitted forms, receipts, letters and official messages.
